In March, there was still some snow at the top, even though Palm Springs was about 85 degrees. The new tram cars spin 360 degrees around on the way up/back down, so you get a good view no matter where you are. There are restaurants at the top, but nothing to write home about.

Best bet is to find a place in town to pack a picnic lunch and eat it up there under the pine trees. Be sure to pack a light jacket as it is much cooler than the desert floor below.
